Ditt meddelande till oss är en allmän handling som i regel är offentlig

När ett meddelande eller en anmälan kommer in till Högskolan i Borås registreras den och får ett diarienummer. Eftersom Högskolan i Borås är en myndighet kan ditt meddelande bli en allmän handling. Det innebär att vem som helst har rätt att begära att få ta del av den. Rätten att ta del av en allmän handling kan däremot begränsas av sekretess. Högskolan i Borås gör alltid en så kallad sekretessbedömning som kan innebära att uppgifter som omfattas av sekretess inte lämnas ut. 

Från och med den 17 december 2021 gäller en ny bestämmelse i offentlighets- och sekretesslagen som ska skydda rapportörens identitet inom offentlig sektor. Sekretessen gäller för uppgifter som kan avslöja den rapporterande personens identitet i ett uppföljningsärende. Med ett uppföljningsärende menas bland annat uppgifter som framkommer i ett meddelande om missförhållande som inkommit via högskolans interna rapporteringskanal och uppgifter som består i att lämna återkoppling till den rapporterande personen.

Hur går rapporteringen till?

Vill du vara anonym fyller du inte i några personuppgifter i fälten eller i missförhållandet du beskriver.
Är du anonym innebär det att du inte kan få någon återkoppling eller att vi kan kontakta dig för kompletterande uppgifter.

När du skickat in din rapport får du direkt en bekräftelse på att rapporten har registrerats. Bekräftelsen kommer på din skärm och innehåller diarienummer (VBxxxx-x). Tänk på att spara bekräftelsen om du vill behålla informationen som står i bekräftelsen eftersom du inte får detta i annan form. Får du ingen bekräftelse med diarienummer (VBxxx-x) har den inte registrerats och då behöver du skicka in en ny rapport.

Återkoppling i skälig omfattning till dig som rapporterande person kommer att ske senast inom tre månader från det att rapporten kommit in till högskolan. Återkopplingen sker i det fall du har lämnat uppgifter om namn och brevpostadress avseende detta. Återkoppling sker endast genom rekommenderad brevpost. I återkopplingen kommer följande att framgå:

  • Högskolans bedömning avseende om det rapporterande omfattas av tillämpningsområdet som anges i 1 kap. 2 1§ lag (2021:890) om skydd för personer som rapporterar om missförhållanden
  • Om lagen bedöms vara tillämplig, vilka åtgärder som vidtagits för att bedöma riktigheten av de påståenden som framförs i rapporten
  • Vilka åtgärder som i förekommande fall vidtas för att hantera de rapporterande missförhållandena


Your communications to the university are classed as an official document, which as a rule are open to the public

When a message or an application is received by the University of Borås, it is formally registered and given a registration number. As the University of Borås is a public authority, your communications can become an official document. This means that anyone has the right to request to see it. The right to see official documents may, however, be limited by confidentiality regulations. The University of Borås always conducts a confidentiality assessment, which may mean that information covered by confidentiality regulations cannot be disclosed.

As of 17 December 2021, a new provision in the Public Access to Information and Secrecy Act applies, which protects the identity of someone reporting wrongdoing in the public sector. Confidentiality regulations apply to information that may reveal the reporting person´s identity in a follow-up matter. A follow-up matter means, among other things, information that appears in a report of wrongdoing that has been received via the university´s internal reporting channel as well as information for the purpose of providing information about the outcome of the report to the person who made it.
The legal guidelines are found in the Act (2021:890) on the protection of persons who report wrongdoing.

How to make a report?

If you want to remain anonymous, do not disclose any personal information in your report.
If you are anonymous, this means that you cannot receive any information on outcomes and that we cannot contact you for additional information. 

Once you have submitted your report, you will immediately receive a confirmation that the report has been registered. The confirmation will appear on you screen and contain the registration number (VBxxx-x). Remember to save this confirmation if you want to keep the information in the confirmation as you will not receive it in any other form. If you do not receive a confirmation with a registration number (VBxxxx-x), it has not been registered and you need to send in a new report.

Information about the outcomes of your report (of a reasonable extent) will be sent to you no later than three months from the time the report is received by the university. Information about the outcomes of the report will be given in the event that you have provided your name and postal address in this matter. Information about the outcomes of the report is only provided via registered mail. It will state the following:

  • The university´s assessment regarding whether the report subject is covered under Ch. 2 Section 1 of the Act (2021:890) on the protection of persons who report wrongdoing
  • If the law is deemed to be applicable, what measures have been taken to assess the accuracy of the statements made in the report
  • What measures, if any, are being taken to deal with the reported wrongdoing
